Iman Bint Habas al-Mutairi is the Vice Minister of Commerce with an excellent rank, the Chief Executive Officer (CEO) of the National Competitiveness Center (Tayseer), and the founder of the operational model of the Executive Committee for Improving and Stimulating Business Performance in the Private Sector. She is a former leader at Saudi Aramco and has supervised the implementation of the National Transformation Program initiatives. Iman al-Mutairi received her PhD in Chemistry from Imam Abdulrahman Bin Faisal University, Dammam, in 1992. Subsequently, she earned a PhD in Bioorganic Chemistry in 1997 from the University of Bristol, United Kingdom. Following this, she pursued research in Genetics/Molecular Biology at Harvard University, United States. Additionally, she received a professional certificate in Executive Coaching from the University of Reading, the Henley Business School, United Kingdom, in 2018.
Moreover, she received several academic scholarships and awards, including a scholarship from King Faisal Foundation to support her specialized research in genetics 'molecular biology' for the professorship at Harvard University. She also received other scholarships, one from Harvard University, as well as the Fulbright Scholar Award.
Work experience of Iman al-Mutairi
Al-Mutairi started her professional journey as a lecturer at the Department of Chemistry at King Faisal University's College of Medicine. She then became a researcher and lecturer in human genetics at Harvard University in the United States of America for a postdoctoral fellowship. Following this, she was appointed to various leadership roles in the Saudi Arabian Oil Group (Saudi Aramco) in the fields of human resources, medical administration, and management of Johns Hopkins Aramco Healthcare Joint Venture Integration Project.

She has held numerous positions in both the public and private sectors. She served as the Director of the Human Capability Development Program, one of the Saudi Vision 2030 programs. She also oversaw the Executive Committee for Improving and Stimulating Business Performance in the Private Sector (Tayseer). Additionally, she worked as an advisor to the Minister of Commerce and as the director of the Strategic Transformation Office at the General Authority for Investment. Subsequently, she was appointed Assistant Minister of Commerce, with an excellent rank, and the Council of Ministers approved her appointment as the CEO of the National Competitiveness Center (Tayseer) in 2019. In 2021, she was appointed as the Vice Minister of Commerce.

She was entrusted with several tasks, including overseeing reforms aimed at improving the business environment in the Kingdom of Saudi Arabia in partnership with over forty government agencies, as well as related international organizations such as the World Economic Forum and the World Bank Group. Additionally, she was responsible for preparing the establishment of the National Competitiveness Center, one of the initiatives of Saudi Vision 2020, and founding the operational model of the Executive Committee for Improving and Stimulating Business Performance in the Private Sector. Furthermore, al-Mutairi was tasked with identifying initiatives and projects aimed at the development of the reform program for the education and training system and human capacity development in the Kingdom.
