The National Competitiveness Center (NCC), also known as Tayseer, is the entity responsible for developing and enhancing the competitive landscape in the Kingdom of Saudi Arabia, elevating the Kingdom's standing in pertinent global indicators and reports, studying the obstacles confronting both the governmental and private sectors in fostering competitiveness, and presenting viable solutions to address these challenges.
NCC was established in 2019 by a resolution issued by the Council of Ministers. It enjoys an independent legal personality and administrative and financial independence. It is organizationally affiliated with the Council of Economic and Development Affairs (CEDA).
NCC is a state entity responsible for implementing legislative and regulatory reforms in every economic pillar. It also monitors the Kingdom's economic performance in over thirty global competitiveness reports and indicators.
NCC role
NCC is responsible for a number of goals and specializations, mainly elevating the effectiveness of the competitive landscape among government entities within the Kingdom, enhancing the Kingdom's ranking in pertinent global performance metrics and reports, establishing partnerships with both governmental and private entities to create a cohesive system aimed at performance improvement, conducting research and disseminating studies pertaining to NCC's specialized field, addressing laws and legislative regulations linked to investment sectors in the Kingdom, and cultivating strategic relations with global organizations dedicated to competitiveness development and their affiliated centers.
NCC contributions
The NCC raises the efficiency of the business environment in the Kingdom by improving the digital transformation of the government. It also empowers the employment of women both in the private and public sectors.
Private sector entities can contribute to the development of the business environment through the Private Sector Feedback Platform, designed to receive feedback related to the business environment's laws, regulations, and decisions.
NCC also created the Public Consultation Platform (Istitlaa) to allow public and private entities and all members of society to voice their views on laws and regulations related to economic and developmental affairs.
NCC's headquarters is located in the capital city of Riyadh. It is overseen by a board of directors chaired by the Minister of Commerce. The board holds the highest authority within NCC, with its primary responsibility being the supervision and management of NCC's operations.
