Saleh Ibrahim Al-Rasheed, is the Chief Executive Officer of the Royal Commission for Makkah City and the Holy Sites in the Kingdom of Saudi Arabia since 2022. Over the course of his professional career, he has held leadership and executive positions in vital sectors, including industry, air transport, entrepreneurship, and urban development.

Education

Saleh Al-Rasheed obtained a bachelor’s degree in Computer Science and Information Technology from King Saud University, then earned an Executive MBA from IMD in Switzerland. He also attended specialized leadership and executive programmes in innovation and organizational transformation at MIT, in government leadership at Harvard University, and in leadership strategy at IMD, in addition to a number of advanced courses in governance, project management, and drafting national strategies.

Career

Saleh Al-Rasheed began his government career as Director General of the Saudi Authority for Industrial Cities and Technology Zones (MODON) from 2012 to 2017, during which he oversaw the expansion of industrial cities, as well as updating regulations and improving the investment environment. He then served as CEO of Riyadh Airports Company from 2017 to 2018, during which he worked on the privatization and operation of King Khalid International Airport, alongside improving the passenger experience. He was then appointed Governor of the General Authority for Small and Medium Enterprises (Monsha’at) from 2018 to 2022, during which he led transformations in Saudi Arabia’s entrepreneurship environment. 

After being appointed Chief Executive Officer of the Royal Commission for Makkah City and the Holy Sites, he assumed leadership of urban and economic transformation efforts in the Holy Capital under the supervision of the Commission’s Board of Directors, chaired by the Crown Prince, Prime Minister, His Royal Highness Prince Mohammed Bin Salman Bin Abdulaziz Al Saud. He also oversees strategic projects and initiatives concerned with developing the transport system, updating the comprehensive master plan, and developing the holy sites, the central area, and historical sites, in addition to supporting the investment environment and activating institutional and digital transformation—within the Commission’s direction of making Makkah Al-Mukarramah a global, advanced city that keeps pace with the targets of Saudi Vision 2030

Memberships

Saleh Al-Rasheed has held memberships in a number of committees and councils, including: the Pilgrim Experience Program Committee, the board of Rua Al Haram Al Makki Company, the Board of Directors of the Human Resources Development Fund (Hadaf), the Tourism Development Council, and the Board of Directors of the Saudi Red Crescent Authority.

He also participated as a member of the board of Kidana Development and Investment Company, the Board of Directors of the Research, Development and Innovation Authority, the Board of Directors of the General Authority for Small and Medium Enterprises (Monsha’at), the Board of Directors of the Small and Medium Enterprises Bank, and as Chairman of the Board of Directors of the Saudi Venture Capital Company.
