Which Entity Is Responsible for E-Commerce in Saudi Arabia?

Established in 2018, the E-Commerce Council supervises all e-commerce sales channels within the Kingdom of Saudi Arabia. It is responsible for proposing policies and legislation, as well as coordinating e-commerce activities with relevant entities to prevent duplication and remove barriers hindering the sector’s growth.

The E-Commerce Council also oversees the operation of e-commerce platforms, acts as the official body for receiving and resolving consumer complaints, and addresses issues related to e-commerce reports.

Formed by a Council of Ministers resolution, the E-Commerce Council comprises eighteen members, fifteen representing government entities and three from the private sector. The Ministry of Commerce and Investment (now the Ministry of Commerce) developed the Implementing Regulations for the E-Commerce Law, which include comprehensive measures for protecting consumers’ personal data, in collaboration with the National Cybersecurity Authority.
