His Excellency Khaled Bin Mohammed Al-Yousef, the Attorney General of the Kingdom of Saudi Arabia with the rank of minister since February 12, 2026. He served as the President of the Board of Grievances, and the President of the Administrative Judiciary Council. He presided over several judicial circuits in the Board of Grievances, and was chosen as a member of the Development and Training Committee and a certified legal trainer for judges. He represented the Board of Grievances in many legal committees formed at the Bureau of Experts in the Council of Ministers,

and worked as an adjunct lecturer at King Saud University.

General Life

He studied his bachelor's degree at the College of Sharia at Imam Mohammad Ibn Saud Islamic University in Riyadh, completing it in 2001. He then continued his higher studies, obtaining a master's degree from the Higher Institute of Judiciary in the branch of systems - Law "Department of Sharia Politics", and obtained a doctorate degree from the same institute in the same specialization. His doctoral thesis was titled "The Oversight of Administrative Judiciary on Administrative Decisions: A Comparative Study".

Academic Life

He was nominated as a judge in the Board of Grievances and joined it on November 30, 2002. He worked as a judge in disciplinary, commercial, administrative, and criminal judiciary, presided over several judicial circuits in the Board of Grievances, and served as a member of the Technical Affairs Office, which works on classifying judicial rulings and principles, providing opinions, legal and jurisprudential consultations, and preparing research and studies. He was appointed as the general supervisor of the Decision Support Center in the Board of Grievances, including the Office of Development and Performance Monitoring, the Office of Information and Reports, and the Office of Strategic Planning. He was also selected to be the general supervisor of the Office of the President of the High Administrative Court. 

He chaired the Functional Promotions Committee and the Internal Transfer Committee and participated in the committees concerned with interviewing applicants to the judiciary for their appointment. He was selected as a member of the Development and Training Committee and was nominated as a member of the preparatory committee to propose and study the requirements needed for the High Administrative Court upon assuming its jurisdiction. On April 28, 2015, a Royal Order was issued appointing him as the President of the Board of Grievances with the rank of minister,  and on January 30, 2023, a Royal Order was issued extending his service as President of the Board of Grievances for four years. He continued to serve until a Royal Order was issued appointing him as Attorney General with the rank of minister. 

Work in the Board of Grievances

He worked as part of a team to prepare the draft strategic plan and performance management system in the Board of Grievances, and part of the team preparing the tenth development plan. He was also part of a team supervising the electronic archiving of judicial rulings, in addition to his work in the team for classifying and publishing rulings issued by the Board's courts. 

He also represented the Board of Grievances on several legal committees formed at the Bureau of Experts in the Council of Ministers to study draft agreements and amendment projects of some regulations. He participated in several legal and administrative committees within the Board that study the statutory materials for some draft regulations and agreements.
