The Judicial Command Center is a judicial monitoring center affiliated with the Ministry of Justice in the Kingdom of Saudi Arabia. It is one of the initiatives of the National Transformation Program aimed at enhancing the quality of judicial services. The center specializes in monitoring and measuring the performance of the judicial system based on daily strategic and operational indicators to raise the level of efficiency in its operations. It was inaugurated on September 11, 2019, in Riyadh City. Upon its establishment, the center adopted sixty-four indicators. Five months after its launch, forty-five more indicators were added, bringing the total to 109 indicators.

Mandates of the Judicial Command Center

The center provides its services to courts and notarial offices and monitors strategic and operational indicators daily across Saudi cities, highlighting the top performers among them. It enables judicial facilities to access information, indicator results, and performance data, which enhances beneficiary trust and encourages engagement from stakeholders to provide feedback and contribute to the development of the judicial system.

The center’s monitoring of indicators contributes to results that positively reflect on the performance of judicial facilities. These include: an increase in cases received through reconciliation offices, a reduction in the number of sessions, faster case closures, shorter judgment durations in appeal cases, and initiating proceedings for cases that were not scheduled.

Objectives of the Judicial Command Center

The center aims to prioritize the needs of beneficiaries of judicial services by monitoring indicators that digitally track the work of courts, ministry sectors, and notarial offices. The purpose is to study and evaluate these indicators, make decisions based on the results, and turn them into pathways for developing the Ministry of Justice’s projects. This contributes to improving performance levels, accelerating response times to serve beneficiaries, overcoming potential obstacles, and providing solutions to address them.

Results of the Judicial Command Center’s indicators

The first phase of the Judicial Command Center’s indicators showed improved performance rates within less than five months of its launch. In 2020, the percentage of approved enforcement decisions reached 95 percent, up from 80 percent. The rate of unresolved criminal court cases dropped from 72 percent to 59 percent. The time required to complete powers of attorney at notarial offices was reduced from 14.55 minutes to 10.42 minutes. Completion rates at family courts rose from 47 percent to 59 percent, and at enforcement courts from 38 percent to 47 percent. Additionally, the time required to implement enforcement court decisions was reduced from five days to three.
