Housing Development Foundation "Sakan", is an independent entity with its own legal personality in the Kingdom of Saudi Arabia, established to empower the non-profit housing sector to find sustainable development solutions, and provide suitable housing and financial solutions to the most in need families to improve their quality of life. It is supervised by the Ministry of Human Resources and Social Development and is registered with number 215.

Goals of the Development Housing Foundation

The Foundation strives to achieve several goals, including embedding sustainable improvement processes, working on developing innovative partnerships, achieving efficiency in service delivery, and stimulating and activating investments to provide units in the third housing sector, and working to improve the perception of housing.

The Foundation is working on developing effective solutions for the system and improving marketing and awareness of the third housing sector, emphasizing the sustainability of financial and in-kind donations, improving service quality, and enhancing institutional maturity for charitable organizations, while ensuring continuous innovation.

Initiatives of the National Housing Development Foundation

The Foundation launched the Jood Housing Initiative, a national project established to engage the community, whether individuals or organizations, to contribute to providing assistance to support housing through an electronic platform.

The initiative supports several channels, including rental housing support, covering the cost for needy families and those with lower incomes, ownership housing support by providing housing units for the most in need families, offering land or housing unit, and general contribution, which is a fixed amount provided after the platform's management determines the qualifying case.

One of its initiatives is the Major Donor Initiative, which provides sustainable housing solutions by more than one party bearing the cost of the housing unit, establishing partnerships between the Ministry of Municipalities and Housing, "Sakan" on one hand, and charities and major donors on the other.

The Foundation established the Solution Centre in 2021, starting its operations in Riyadh, and offers its services to beneficiaries in all regions of Saudi Arabia, supporting scientific research and innovation in the housing sector.

Achievements of the National Housing Development Foundation

By March 2024, the Foundation had provided housing finance to about six thousand families benefiting from ownership programs, and 5,500 families benefited from the rent payment program, with a total of around fifty thousand beneficiaries. The Foundation held partnerships with 132 entities, 233 charitable organizations, and contributions totaled SAR997 million, with 1,300 volunteers.

First Phase of 'Sakan' Units Delivery

On December 14, 2025, the Sakan Foundation began the first phase of delivering housing units to beneficiaries, following the directives of the Crown Prince, Prime Minister, His Royal Highness Prince Mohammed Bin Salman Bin Abdulaziz Al Saud, after his donation of one billion Riyals on his personal expense to the Foundation, represented in the Jood Housing Initiative, to support housing ownership for beneficiaries and eligible families.

The housing projects will be completed within a period not exceeding twelve months, adhering to quality standards and governance in operational processes. 'Sakan' adopted an executive plan that allows immediate commencement of delivery through six stages, encompassing regions of Saudi Arabia through developers and national companies that meet the approved technical specifications, with a monthly distribution plan covering two regions in each phase.
