
Mohammed Saud Al-Tamimi is the Governor of the National Emergency Management Authority in the Kingdom of Saudi Arabia with the rank of minister since May 8, 2025. He has held several positions, including Governor of the Communications, Space and Technology Commission (CST).
Academic journey of Mohammed al-Tamimi
Mohammed al-Tamimi began his university studies at King Fahd University of Petroleum and Minerals. He earned his bachelor's degree in telecommunications engineering therefrom in 2003. He pursued his education at the University of Strathclyde, in Britain, where he obtained a master's degree in telecommunications and technology policies in 2005. He earned his doctoral degree from the University of Pittsburgh in 2014, where he specialized in the economics of telecommunications regulation. He also graduated from the Leaders Development Program offered by Harvard University in 2019.
Expertise of Mohammed al-Tamimi
Mohammed al-Tamimi worked in the telecommunications and technology sector for several years before he was approved as the governor of the CST in 2019, a position he held until 2025. During this time, he also served as the Acting CEO of the Saudi Space Agency since 2021, as well as the Vice Chairman of the Board of CST and Chairman of the Board of the Saudi Space Agency. His last position in the sector was Deputy Governor of the Commission for Regulation and Competition. He also served for years as a member of juries affiliated with several international conferences, such as the Economics of Wireless Networks Sharing Conference, held in the United States of America, and the European Wireless Innovation Forum.
He took part in the establishment of specialized and research associations in Saudi Arabia. While preparing his doctoral thesis, he worked with companies in the United States. In the past period, he headed projects related to drafting laws and regulations and those relevant to the technologies of the telecommunications and information sector. He holds expertise in the field of privatization governance, public policy, and regulations.
Memberships of Mohammed al-Tamimi
Mohammed al-Tamimi became a member of the board of the United Nations International Telecommunication Union in Geneva and the United Nations Broadband Commission in New York. He is a founding member and the deputy chairman of the board of directors of the Public Investment Fund's Neo Space Group, and the secretary of the Supreme Space Council. He is a member of the board of trustees of KAPSARC School of Public Policy in Riyadh, the chairman of the National Regulatory Committee, a member of the E-Commerce Council, a member of the Digital Content Council, and a member of the board of directors of the Riyadh Infrastructure Projects Center.
Honors and participations of Mohammed al-Tamimi
In 2021, Mohammed al-Tamimi received the Order of King Abdulaziz (First Class) medal. He also registered several patents and has conducted many scientific peer-reviewed research that were published in scientific journals.
He established the Digital Regulatory Academy affiliated with the National Regulatory Committee. He also established and led the Saudi Human Space Program, where he dispatched the first Saudi female astronaut to the International Space Station in 2023.
