Dr. Alawi Bin Darwish Kayal is the first minister to be appointed to the former Ministry of Telegraph, Post, and Telephone (currently the Ministry of Communications and Information Technology). During the reign of King Khalid Bin Abdulaziz Al Saud, a Royal Decree was issued in 1975 to establish a ministry that would be responsible for the telegraph, post, and telephone sector. Alawi Bin Darwish Kayal was appointed as minister on October 13, 1975. He remained in office until July 30, 1995, having managed the ministry for about twenty years, marking the ministry's longest term in office.
