
Huda Abdulrahman Saleh al-Halisi has been a member of the Shura Council of the Kingdom of Saudi Arabia since January 15, 2013. She is also an advisor to the Bureau of Experts at the Council of Ministers since 1999.
Academic qualifications of Huda al-Halisi
Huda al-Halisi pursued her primary through university education in London where she earned a bachelor's degree in French and English languages from the University of London in 1982. She also obtained a master's degree in French language and literature from the University of Colorado, in the United States of America in 1987. She holds a bachelor's certificate of proficiency in French from the University of London.
Career of Huda al-Halisi
Huda al-Halisi assumed several positions at King Saud University between 1989 and 2012, including the position of lecturer at the French Language Department, coordinator for the French and English language curricula, deputy chairwoman of the Languages Unit, chairwoman of the European Languages and Translation Department, and deputy chairwoman of the English Language and Translation Department. She also managed the Department of Public Affairs at the Ministry of Defense and Aviation (currently known as the Ministry of Defense) in 2009. In 2011, she was appointed to the board of the Saudi-French Business Council. She is an advisor on the New Horizons English Language Institute's Supervisory Advisory Team.
Academic contributions of Huda al-Halisi
Huda al-Halisi participated in presenting several academic papers, including the following: "Personal and Commercial Identity and its Association with Culture," "Identifying and Properly Employing Commercial and Personal Identity," and "Women and the Saudi Labor Market: Starting Point and Prospective Directions." She also contributed to an academic paper entitled "Employment and Education Opportunities for Women in the Kingdom of Saudi Arabia: Current Patterns and Future Trends", in addition to the paper entitled "Globalization, Culture, and Islam." She participated in the TESOL Arabia - UAE conferences from 2007 to 2012.
Huda al-Halisi's memberships and committees affiliations
Huda al-Halisi headed the Students Rights Committee at the College of Languages and Translation at King Saud University from 2008 until her early retirement. She is a member of the Saudi Scientific Society for Languages and Translation. Throughout her career, she was a member of several committees, including the Committee for Interviewing Undergraduate Female Students Nominated for the Custodian of the Two Holy Mosques Award for Academic Excellence for the 2003-2004 academic year, the Committee for the Evaluation of the Performance of Faculty Members at King Saud University for the 2006-2007 academic year, the Organizing Committee of the International Conference on Disaster Management, held under the supervision of the Ministry of Defense in 2009, the Institutional Accreditation Committee at King Saud University in that same year, the Supreme Committee for Quality and Academic Accreditation at King Saud University, and the Permanent Committee for Interviews at the College of Language and Translation at King Saud University. She was also a member of the Scientific Council for the French Language at the Translation Division of the Bureau of Experts at the Council of Ministers.
Huda al-Halisi at the Shura Council
During her term at the Shura Council, Huda al-Halisi served as a member of the Committee for Foreign Affairs. She was appointed to the position of Deputy Chairman of the Committee in 2018, in addition to her membership of the fifth committee of parliamentary friendship which includes parliaments from France, Austria, Belgium, the European Parliament, NATO, Luxembourg, Burkina Faso, Côte d'Ivoire, Guinea, Guinea-Bissau, Mali, Chad, Congo, and Gabon.
Awards and medals held by Huda al-Halisi
Huda al-Halisi received several awards, including the Palme d'Or Award, granted by France in 2009. In 2014, the French Government awarded her the Personality of the Future Award and the National Order of Merit with the rank of Officer. She received the Rawabi Award for the promotion of British-Saudi relations in 2017 and the Award for the Best Outstanding Deputy Chairwoman of a Department of the University Studies Center at King Saud University for the academic year 2009-2010.
