
Hattan Abdel Karim Ali Tamraz is a former member of the Shura Council of the Kingdom of Saudi Arabia. He served as dean of the Faculty of Maritime Studies at King Abdulaziz University. He is an expert in international maritime affairs and specializes in international maritime law.
Academic qualifications of Hattan Tamraz
Hattan Tamraz earned his bachelor's degree in Maritime Business from Solent University (formerly known as Southampton Solent University) in the United Kingdom in 2003. In 2004, he obtained the Second Officer Certificate of Competency from the British Maritime and Coastguard Agency. In 2008, he earned a master's degree in International Commercial and Maritime Law from Swansea University in the United Kingdom, where he also completed his doctoral degree in international maritime law in 2014. His doctoral research project delved into the application of international maritime conventions aimed at maintaining the safety and protection of the marine environment.

Hattan Tamraz worked in several fields. His duties and responsibilities included those of shift officer, followed by shift captain at Vela International Marine Limited from 2004 to 2006. He worked as an assistant manager in the Special Projects Department of Bank AlJazira in 2006. During the same year, he was appointed as an assistant professor at the Faculty of Maritime Studies at King Abdulaziz University where he also served as Deputy Dean of the Faculty. In 2015, he was appointed General Supervisor of Educational Affairs, followed by his appointment as Vice Rector for Graduate Studies and Scientific Research in 2016. In February 2017, he became the Dean of the Faculty of Maritime Studies and assumed the position of General Supervisor of Al Azizi Research Vessel in 2020, where he managed and operated the maritime fleet of King Abdulaziz University.

Hattan Tamraz participated in several conferences and seminars, including the Conference of the Society of Legal Scholars in the United Kingdom, in 2012, and the IMO Symposium on a Sustainable Maritime Transportation System, held in London, in 2013. He was a keynote speaker at the first, second, and third conferences of the Arab Maritime Academies, held in Dubai, United Arab Emirates, in 2015, 2016, and 2017 respectively. He represented the Kingdom at the Silk Road Forum in China, in 2017, and the IMO meetings in 2017 and 2018. He appeared as a keynote speaker at the Second Saudi Maritime Conference held in 2019.

Hattan Tamraz is a member of several entities, such as the Society of Legal Scholars and the Nautical Institute to which he acceded in 2007. He was also a member of the Permanent Committee for Admission and Registration and the Permanent Committee of Student Activities from 2016 to 2018. He is a former member of the Task Force for the Execution of the Initiatives of the Ministry of Transport (currently known as the Ministry of Transport and Logistic Services) and the Ministry of Education. From 2018 to 2019, he was a member of the Mandatory Audit Committee tasked with determining the Kingdom's performance level in fulfilling the obligations of maritime conventions. Moreover, he headed the Maritime Transport Technical Task Force at the Saudi Standards, Metrology, and Quality Organization (SASO).
Hattan Tamraz as a member of the Shura Council
On October 20, 2020, Hattan Tamraz was appointed to the Shura Council pursuant to a resolution issued in this respect. His term in office ended on September 2, 2024. During his term, he was a member of the Council's Transportation, Communications, and Information Technology Committee and the Human Resources and Social Development Committee. He was also a member of the first committee of parliamentary friendship which includes parliaments and councils of state from Germany, Denmark, the Netherlands, Poland, Finland, Sweden, Norway, Estonia, Cameroun, Equatorial Guinea, Rwanda, Burundi, the Central African Republic, the Democratic Republic of the Congo, and São Tomé and Príncipe.
Honors and awards held by Hattan Tamraz
Hattan Tamraz earned several honors and awards, including the Gold Award for Excellence in Service and Performance from Bank AlJazira. He was honored by the City and County of Swansea. He is also the recipient of the Outstanding Student Union Assembly Member Award and the Student Union Appreciation Award. He is an honorary lifetime member of the Student Union of Swansea University.
