It is a non-profit, employment-oriented training facility located in Jeddah City, Makkah al-Mukarramah Province. HIPIT was established in 2011 by the Technical and Vocational Training Corporation, with financial support from the Human Resources Development Fund (Hadaf).

Additionally, they are provided with all necessary training supplies, such as uniforms and educational materials. Upon acceptance into the institute, trainees sign an employment contract with a hiring company and receive an accredited diploma from the Technical and Vocational Training Corporation.
