The Film Commission is the entity responsible for film-related activities in the Kingdom of Saudi Arabia, including the creation, production, development, and distribution of movies and their content, as well as writing scripts and ideas, and producing films and videos, among others. Established in 2020, it stands as one of eleven cultural commissions whose simultaneous establishment was approved by the Council of Ministers. It is affiliated with the Ministry of Culture.

Regulation of the Film Commission

The commission manages its affairs from its headquarters in the capital, Riyadh. It has a board of directors chaired by the Minister of Culture, responsible for overseeing the execution of plans and programs and deciding upon all necessary decisions for the achievement of its purpose. The Film Commission has a CEO appointed by the decision of the board of directors and who manages the commission's affairs.

The commission possesses a public legal personality, financial and administrative autonomy, and an annual operating budget included within the budget of the Ministry of Culture. It is organizationally affiliated with the Minister of Culture, with all its employees subject to the Labor Law and the Social Security Law.

The Film Commission's logo is inspired by the Ministry of Culture's logo. It takes the form of a film strip, and its colors reflect the creativity of Saudi talents.

Role of the Film Commission

As stipulated in its organizational arrangements, the Film Commission carries out several tasks, most notably: fostering and developing the Saudi film industry and marketing Saudi films both locally and internationally, establishing a database for the film sector, organizing events and competitions, holding local and international conferences and exhibitions, licensing activities within the commission’s scope of work, and encouraging individuals, institutions, and companies to produce and develop content in the film sector.

The commission supervises the implementation of a comprehensive strategy for the film sector and approves policies related to its internal and technical procedures, laws, regulations, and activity, as well as all plans and programs that run its business. Furthermore, the commission is responsible for building a production environment and transforming it into a productive and competitive industry. This includes ensuring the production of attractive local cinematic content to Saudi and international audiences and introducing the Kingdom as a leading global film production hub in the Middle East.
