The “13/16” project is a Saudi cultural project launched by the Ministry of Culture in 2020. It aims to document the artistic and cultural movement in the Kingdom of Saudi Arabia. A field team implements the project under the ministry's supervision to explore the manifestations of the cultural sectors and their support across all thirteen regions of Saudi Arabia. This is achieved through capturing photographs, or video clips to create a visual library of Saudi culture.

Culture encompasses ideas, customs, and traditions that manifest in various aspects of human activity. The Ministry of Culture monitors these aspects through sixteen tracks that represent the sectors under its supervision.

Title of the “13/16” project

The title of project “13/16” reflects the Ministry of Culture's goal behind its launch. The number thirteen refers to the administrative divisions in the Kingdom, while the number sixteen signifies the cultural sectors supported by the ministry in its directions. These sectors include heritage, museums, theater and performing arts, language and translation, film, books and publishing, festivals and cultural events, cultural and archaeological sites, natural heritage, architecture and design arts, culinary arts, fashion, libraries, literature, visual arts, and music. These sectors represent the cultural pursuits for talents across the Kingdom.

Objectives of the “13/16” project

The Ministry of Culture aims to document cultural diversity, create a visual reference for cultural activities, facilitate access to Saudi cultural content by publishing it on media platforms, visually document local cultures, and introduce the sixteen sectors of the Ministry of Culture through the "13/16" project.

The scope of the "13/16" project

The Ministry of Culture aims, through the "13/16" project, to cover all thirteen regions of the Kingdom according to a specific plan, starting from the Riyadh province and ending in the Eastern province, passing through the rest of the Kingdom's regions, including Makkah al-Mukarramah, al-Madinah al-Munawwarah, Jazan, Najran, Northern Borders, al-Bahah, Qassim, Tabuk, Hail, Aseer, and al-Jawf.

The ministry's team operated for one year, during which they visit cities, towns, and provinces across the Kingdom to closely acquaint themselves with the cultural activities in each of the sixteen aspects. They engage with creators and specialists, conduct field visits to centers, sites, and heritage sites to reveal the culture of each province.

The Ministry of Culture aims to develop capacities and enhance opportunities in the cultural sector by spreading aspects of Saudi cultural heritage into daily life, aiming to improve the quality of life for the population in the Kingdom.
