The idea of establishing a railway in the Kingdom of Saudi Arabia began in the mid-1940s. It went through several phases before the foundational Law of the Saudi Railways Organization was approved. The start was in 2006, with the Public Investment Fund founding the Saudi Railways Company 'SAR'. In February 2021, the Council of Ministers issued a decision to annul the Saudi Railways Organization and its law, replacing it with the Saudi Arabia Railways 'SAR', under its new name 'Saudi Arabia Railways - SAR'.
