Hail Region Development Authority is one of the financially and administratively independent government authorities in the Kingdom of Saudi Arabia. Established on April 29, 2002, it is responsible for the comprehensive planning and development of the province in various fields, including urban, population, economic, developmental, social, cultural, environmental, transportation, and digital infrastructure. The authority also focuses on providing the province's needs for public services and facilities and overseeing their implementation in coordination with relevant entities to enable the region's prosperity and enhance the quality of life.
Tasks of Hail Region Development Authority
Hail Province encompasses numerous cultural assets, including the rock art sites in Jubbah and Shuwaymis, which are listed as UNESCO World Heritage Sites. It also features archaeological sites dating back approximately ten thousand years, a collection of heritage sites and historical castles, and diverse natural landscapes including mountains, caves, deserts, and volcanoes. The province is home to natural reserves such as the King Salman Bin Abdulaziz Royal Reserve and the Imam Turki Bin Abdullah Royal Reserve. Furthermore, it is one of the most productive areas in the Kingdom for various agricultural crops.
Hail Region Development Authority accomplishes its tasks based on three main pillars:
Planning and legislation: This involves formulating general policies for the improvement and development of the province, creating strategic plans and studies, and comprehensive programs for the province, approving and updating them as needed. It also includes reviewing projects related to the authority's work prepared by other parties, establishing building and land controls, and the necessary foundations and procedures to encourage private sector participation. Additionally, it entails establishing and managing a database and urban information systems to serve as a unified platform and reference for information required by other agencies when implementing development and improvement plans for Hail Province.
Coordination and empowerment: The authority prioritizes the implementation of programs and projects in the province in alignment with development plans. It proposes the expropriation of certain properties to facilitate regional development, coordinating with the province municipality and relevant agencies to complete the necessary legal procedures.
Supervision and follow-up: This encompasses planning, designing, and executing strategic programs and infrastructure projects, including operations and maintenance, in coordination with relevant entities. It also involves overseeing the rehabilitation of existing urban neighborhoods (including historical districts), addressing and improving informal settlements, and taking necessary actions to ensure these initiatives are carried out effectively.
Initiatives of Hail Region Development Authority
The authority, in coordination with ministries and relevant entities, contributes to numerous initiatives and programs to drive development in the province across various economic sectors. These include agricultural initiatives, logistics and industry services, tourism, and enabling initiatives in the fields of community, infrastructure, business incentives and regulations, and governance and institutions. Some of these initiatives include:
- Establishing a logistics services platform for the northern provinces of the Kingdom in Prince Abdulaziz Bin Musaed Economic City, as one of the objectives of Saudi Vision 2030 to transform the Kingdom into a regional and global logistics hub.
- Establishing a safari park, a volcanic viewing adventure program, and an eco-friendly desert resort.
- Rehabilitating key heritage sites in Hail Province, such as al-Qishlah Palace, A'arif Fort, Darb Zubaydah, the Fayd City, and Hatem al-Ta’ai Palace.
- Developing a regional plan for the Hail Province and updating the local plan for the city of Hail as a part of the Quality of Life Program.
