Asim Madkhali

Asim Mohammed Mansour Madkhali (born on June 30, 1980) has been a member of the Shura Council in the Kingdom of Saudi Arabia since October 20, 2020.

Asim Madkhali earned his bachelor's degree from Umm al-Qura University in Makkah al-Mukarramah in Sharia, with a specialization in the judiciary, graduating with distinction and honors in 2002. He then obtained his master's degree in law from King Abdulaziz University, also graduating with distinction and honors in 2009. Later, he traveled to France and earned a doctorate in law from the University of Nice Sophia Antipolis, graduating with distinction and honors in 2016.

Asim Madkhali began his professional career in Sabya Governorate, where he worked as a notary. He then became a teaching assistant specializing in laws in the Department of Fiqh at the College of Sharia and Fundamentals of Religion at King Khalid University. He was later nominated to serve in the judicial branch of the Board of Grievances.

He also worked as a lecturer and assistant professor, eventually becoming the head of the Laws Department at the College of Business Administration at Jazan University. At the same university, he served as a member of the Standing Committee for Student Affairs, Chair of the Student Subcommittee at the College of Business Administration, and Vice Dean of the College of Business Administration for Academic Affairs. Additionally, he was a professor of public law at the College of Sharia and Law and served as Vice Chair of the Founding Committee for Jazan University Endowments. He also chaired the Standing Committee for Development and Academic Accreditation at the College of Sharia and Law.

He also held the position of Chair of the Standing Scientific Committee for Reviewing Curricula, Research, Theses, and Library Contents. Later, he served as a part-time legal advisor to the Emirate of Jazan Province and then as Dean of the College of Sharia and Law at Jazan University.

Asim Madkhali has presented papers at seminars and conferences held in the Kingdom and abroad. He delivered a paper at the Religion and State conference hosted by the Faculty of Law at the University of Nice, France, in 2014. He also presented a paper titled "The Efforts of the Kingdom in Combating Terrorism and Its Financing" at the "International Legislation for Combating Terrorism" seminar held at the same university in 2015. Additionally, he represented Jazan University at the "Foundations of Coexistence and Dialogue Between Civilizations" program organized at Sorbonne Pantheon University in France in 2017.

Asim Madkhali has held twenty-eight memberships throughout his career, spanning various academic and governmental organizations. These include serving as a member of the University Council and the Advisory Board at Jazan University, Chair of the Council of the College of Sharia and Law, Chair of the Council of the Laws Department at the College of Business Administration, Chair of the Main Committees for Plans and Programs at both the College of Sharia and Law and the College of Business Administration, and member of several standing committees, such as those for Student Affairs, Teaching Assistants and Lecturers, and Intellectual Awareness. He also served as Vice Chair of the Board of Directors for the Prince Mohammed Bin Nasser Association for Developmental Housing in Jazan Province.

Asim Madkhali has authored several works in both Arabic and English, including "Combating Cybercrimes in Saudi Law and Its Impact on Supporting Sustainable Development," published in the Tunisian Legal Journal in 2019; "Enhancing Legal Awareness in Saudi Society and Its Impact on Protecting Public Properties," published in the Journal of the Faculty of Sharia and Law in Assiut in 2020; "The Jurisprudential and Legal Classification of the COVID-19 Pandemic and Its Impact on Government Projects in the Kingdom: A Comparative Legal and Sharia Study," published in the Journal of the Faculty of Sharia and Law in Tanta in 2020; and "The Legal Protection of Commercial Competition in Saudi Arabia: A Comparative Study" (forthcoming).

Asim Madkhali has received several medals, awards, and certificates, including the Jazan Award for Excellence in the Scientific Research category, recognition for excellence from the Saudi Cultural Mission in France, a Certificate of Appreciation from Public Security, and a Shield of Appreciation from the Human Rights Commission.
