The difference between them is both administrative and geographical. Makkah al-Mukarramah Province is referred to as a geographical scope that includes the governorates of Jeddah, Taif, al-Qunfudhah, Rabigh, al-Lith, al-Jumum, Khulays, al-Kamil, al-Khurmah, Ranyah, Turubah, Maysan, al-Muwayh, Adam, al-Aradiyat, Bahrah and its administrative divisions. Additionally, it includes Makkah al-Mukarramah City, the seat of the Emirate of Makkah al-Mukarramah Province, and government entities and branches, from which the province's name was derived.

Makkah al-Mukarramah Province is located west of the Kingdom of Saudi Arabia, and the city of Makkah al-Mukarramah is also located in the western part of the province. It is separated from the Red Sea by Jeddah and Bahrah Governorates.

According to the Kingdom's Law of the Provinces, all cities within an administrative province are designated as governorates, except for thirteen cities, which are the seats of the emirates of the provinces, including Makkah al-Mukarramah City.
