His Excellency Tawfiq Bin Fawzan al-Rabiah has been the Minister of Hajj and Umrah of the Kingdom of Saudi Arabia since 2021, before which he took over two portfolios: Ministry of Commerce and Industry (currently Ministry of Commerce) (2011 - 2016), and Ministry of Health (2016 - 2021). Al-Rabiah was appointed by Royal Order as chairman of the board of directors of the General Authority for the Care of the Affairs of the Grand Mosque and the Prophet's Mosque on August 8, 2023.

Academic qualifications

He received a bachelor's degree in Financial Management and Mathematics from the College of Business Administration at King Saud University in 1986 and worked as a lecturer at the same college for a year, before traveling to the United States and working for ten years as a professor at the University of Pittsburgh in Pennsylvania during the 1990s. He also earned three postgraduate degrees; a master's in Information Science, another in Computer Science, and a Ph.D. in Computer Science. He returned to the Kingdom and worked as an assistant professor at King Saud University in Riyadh from 1999 to 2002.

Beginnings in government work

He began his first government position as Director General of the General Investment Authority, and was also in charge of the Information and Communications Technology (ICT) sector. In 2007, he moved to the Saudi Authority for Industrial Cities and Technology Zones (Modon) to serve as Director General until 2011. During the last year of his tenure, he was put in charge of industrial affairs at the Ministry of Commerce and Industry. He oversaw the National Industrial Clusters Program. In December 2011, a Royal Order was issued appointing him as Minister of Commerce and Industry – an office he held until 2016. He has also served as Director General of the ICT Investment Development Sector at the Public Investment Authority. Moreover, he is one of the founders of the National Technology Development Program.

His positions

In 2016, a royal order was issued appointing him as Minister of Health. In addition to his ministerial duties, he was a member of: the Supreme Hajj Committee, the Anti-Narcotics Committee, and the Civil Defense Committee. He was also the chairman of the board of directors of the General Organization of King Faisal Specialist Hospital and Research Center, Saudi Health Council, Saudi Red Crescent Authority, Saudi Food and Drug Authority, Council of Health Insurance, and president of the Board of Trustees of the Saudi Commission for Health Specialties, and Medical Cities and Specialized Hospitals. He was also tasked with assuming the functions of the Minister of Commerce and Investment at the Consumer Protection Association. He remained at the Ministry of Health until a royal order was issued in 2021 appointing him as Minister of Hajj and Umrah. A royal order was issued appointing him as chairman of the board of directors of the General Authority for the Care of the Affairs of the Grand Mosque and the Prophet's Mosque in 2023.
