The Energy and Water Company 'ENOWA', a subsidiary of NEOM, was launched on March 21, 2022, to establish a leading structure for water and sustainable energy systems globally, 100 percent powered by renewable energy.
Objectives of the Energy and Water Company 'ENOWA'
Through the Energy and Water Company 'ENOWA', the NEOM project aims to underscore that all NEOM facilities are 100 percent powered by renewables. The project is the first of its kind to support these services, as a prelude to other sustainable projects. ENOWA also contributes to representing NEOM in the joint investment project with Air Products and ACWA Power to establish the world's largest green hydrogen plant.
The Energy and Water Company 'ENOWA' works to cover the basic infrastructural needs of the three NEOM projects: The Line, destined to revolutionize urban living, the cognitive industrial city Oxagon, and Trojena, the mountain tourist destination of NEOM.

The Energy and Water Company 'ENOWA' operates in accordance with NEOM project's main principles, in terms of applying the idea of environmental conservation and harmony with nature. This achieves sustainability projects and supports the economy of the Kingdom. To this end, ENOWA uses modern technologies and innovations, in partnership with specialized expertise in the industries of renewable energy, hydrogen, and water.
Projects of the Energy and Water Company 'ENOWA'
The Energy and Water Company 'ENOWA' is working on a range of programs and projects, most notably the world's largest green hydrogen production plant, scheduled to inaugurate production in 2025, in conjunction with a range of other similar plants that will make NEOM a green hydrogen production and export hub, along with its use in fueling electric vehicles.
In the sphere of water production and wastewater treatment, ENOWA has been designed to be fully sustainable, enabling residents and the business sector to access affordable potable water. Desalination plants will employ innovative production methods to ensure that no harmful residues are discharged into seawater. Additionally, they will utilize brine from residues to produce significant quantities of valuable industrial materials, such as magnesium, potassium, and industrial salt, for commercial sale in both local and global markets.
In 2022, ENOWA launched the first region-wide Hydrogen Innovation and Development Center (HIDC), aimed at accelerating the transfer of new technologies from laboratories to the market, fostering the development of hydrogen-related businesses, and advancing the production, utilization, and transportation of green fuels. HIDC is a laboratory for experimenting with new technologies in the clean energy sector and a system for exchanging joint expertise with research institutions in the hydrogen and circular carbon economy sectors. In partnership with Saudi Aramco and in cooperation with research institutions, HIDC works to produce and adopt clean and carbon-free synthetic fuels to fulfill the Kingdom’s targets of becoming a global hub for innovation and clean energy.
In 2023, Saudi Aramco and ENOWA signed a joint development agreement to establish and found the first experimental industrial fuel plant (electric fuel), headquartered at ENOWA's HIDC. Synthetic fuel technology, based on the circular carbon economy approach, has the potential to reduce carbon dioxide emissions by more than 70 percent based on a full life cycle assessment, compared to conventional fuels.
