Al-Tuwal Governorate is nestled in the Jazan Province, southwest of the Kingdom of Saudi Arabia. A Category (B) governorate, it is one of the smallest governorates in terms of population, as only 2.6% of Jazan Province's population resides there, with the 2022 Saudi Census estimating the number of residents as 36,259 persons.

Al-Tuwal Governorate is located south of the Jazan Province, seventy-five km southeast of the city of Jazan, the seat of the emirate. Samtah Governorate neighbors it from three sides, north, east, and west, with the Republic of Yemen bordering it on the south.

Main Route Five originates from its territory, starting from the Saudi-Yemeni border and ending at the Saudi-Jordanian border in the north of the Kingdom. It is the main land transportation route to and from al-Tuwal.
