

Noor System is an electronic system launched by the Ministry of Education in the Kingdom of Saudi Arabia in 2011 to connect its affiliated educational institutions to a comprehensive database hosted at the ministry’s headquarters in Riyadh City.
History of the Noor System
The Noor System succeeded the Ma'arif System, which the Ministry of Education began operating independently in each school in 1999. The Ma'arif System managed student data entry, data collection, and exam results. In 2011, the Noor System was introduced as a centralized system to manage secondary school examinations, including recording, monitoring, and certificate printing, as well as setting user permissions. It was later expanded to cover all educational stages under the name "Noor System" after a vote by education administrations and their staff.
Beneficiaries of the Noor System
The Noor System serves various groups, including male and female students, parents, male and female school principals, male and female teachers, male and female educational supervisors, and male and female ministry and education administration staff.
Functions of the Noor System
The Noor System collects, analyzes, and monitors data related to school operations that impact students' educational progress. It provides a database hosted on the ministry's servers, managed by the database team under the General Administration for Digital Transformation. The system oversees educational administration and operates on three levels: the ministry, the education administration, and the school, ensuring governance of administrative procedures and approvals.
The management and implementation of educational processes are carried out through various subsystems, including examinations, the curriculum system, equivalency processes, attendance and absence tracking, teacher affairs, class schedules, school canteens, student counseling, educational supervision, preschool education, continuing education, gifted student programs, academic planning, student activities, the training system, learning resources, laboratories, school transportation, school health, scholarships, rewards and announcements, licensing, computer labs, annual grants, special education, as well as internal systems and previously discontinued systems.
Awards of the Noor System
The Noor System received the World Summit on the Information Society (WSIS) Award in the ICT Applications for Education category in 2012. In 2013, it was awarded the King Abdullah Bin Abdulaziz Award for Excellence in e-Government for providing the best service to the public. In 2014, it secured first place in the Collaborative Projects category of the Global Network Middle East (NWME) Award. In 2018, the system won the IDC Smart Cities Award for the Best Smart Education Applications.
