The National Center for Security Operations 911 is a government center that consolidates the security agencies associated with the Ministry of Interior and other service agencies in the Kingdom of Saudi Arabia into one location. Its objective is to streamline the reporting, transmission, and follow-up of information through the unified emergency number 911.

The first Center for Security Operations was established in 2014 in Makkah al-Mukarramah Province. The second one is located in the Riyadh Province in 2020. The third center was inaugurated in the Eastern Province in 2022.

Stages of establishing the National Center for Security Operations

The National Center for Security Operations was previously known as the Command, Control, and Coordination Center. It had specific tasks limited to coordinating the efforts of security agencies among themselves and with the Ministry of Interior. After the expansion of the center's responsibilities, a decision was made to change the name from the Command, Control, and Coordination Center to the National Center for Security Operations to monitor emergency security situations and to assess the need for intervention if the emergency situation exceeded the capabilities of the concerned agency or if the effects of that situation reached the national level.

Sectors of the National Center for Security Operations

The National Center for Security Operations unifies reporting to serve several security sectors, including Civil Defense, Traffic, Road Security, and Security Patrols. This is done to facilitate the provision of services to citizens, residents, and visitors, as well as to exchange information between security leaderships. This is done by establishing a unified system, transmitting warnings and orders to various administrative levels, using modern technologies and unifying databases, and providing a single emergency number at the national level 911.

Mandates of the National Center for Security Operations

The National Center for Security Operations monitors the security situation in all provinces of the Kingdom and coordinates with security entities and related governmental entities to handle emergency security situations in line with the requirements of the security situation. For this reason, it has been entrusted with a set of duties, including: overseeing the unified security operations centers 911 in Riyadh, Makkah al-Mukarramah, and the Eastern Provinces, tracking and monitoring the security status in the Kingdom, passing orders related to emergency security situations as they are issued, and managing security crises and events in cases where they surpass the capabilities of the security entities in a province or when they occur in more than one province.

The center also coordinates the efforts of the security sectors affiliated with the Ministry of Interior when dealing with an event according to the security plans prepared for each case. It conducts daily follow-ups with the joint operations rooms in the provinces' emirates to understand the security situation, receives reports and forwards them to the concerned parties, provides administrative and geographical information to the security sectors through the geographic information system, and relays warning information to the security sectors, entities responsible for the security of vital facilities, representatives of foreign countries, and residential complexes.
