The Human Resources Development Fund (HRDF), commonly known as Hadaf, is a fund aimed at supporting efforts to qualify the national workforce and employ them in the private and non-profit sectors. It was established by a decision of the Council of Ministers on July 31, 2000. The fund's main headquarters is located in the capital, Riyadh. It has a board of directors overseeing its operations and is organizationally linked to the National Development Fund.
The Human Resources Development Fund tasks
The Human Resources Development Fund works to provide subsidies for the qualification of the national workforce, training them, and employing them in the private sector and the non-profit sector. The fund's board of directors determines the percentage of participation in the qualification costs. The remaining percentage is paid by the employer benefiting from the qualification of the trainee. The fund covers a portion of the salary of those employed in these establishments in coordination with the fund for a period not exceeding two years. The board of directors sets the necessary conditions for its disbursement.
The fund supports the financing of field programs, projects, plans, and studies aimed at localizing jobs. It provides loans to private institutions established in the Kingdom for the qualification and training of the national workforce, and to existing institutions for expanding their activities or modernizing their methods. The fund conducts research and studies related to its activities in the field of qualifying, training, and employing the national workforce and provides technical and administrative advice to institutions for the qualification and training of the national workforce.
Goals of the Human Resources Development Fund
The Human Resources Development Fund aims to enhance the capabilities of the national human cadres, equip them with knowledge and qualifications, and align them with the needs of the labor market. It adopts an approach that places the achieved outcomes for the beneficiary at the core of designing and providing services and tasks. The fund strives to elevate the human resources system in the Kingdom by employing visions, identifying future directions for the labor market, and offering services to beneficiaries within a package of focused programs that consider the needs of the beneficiaries and meet their requirements.
Achievements of the Human Resources Development Fund
The Human Resources Development Fund has firmly established itself in the field of communication and customer service, winning eighteen awards from global, regional, and local platforms, including the Global Summit Award, Global Contact Center Awards, Middle East Centers Award, and the CX Awards for best practices in handling customer complaints. Moreover, the fund received four certifications from the International Organization for Standardization (ISO) and offers services benefiting entrepreneurs, students, employees, employers, and job seekers. Additionally, it received the Best Leadership Development Program award from the HR Summit for the government sector in the Gulf Cooperation Council countries.
Programs of the Human Resources Development Fund
The rapid growth of the fund led to the launch of a series of programs and services to keep pace with developments in the Saudi job market. These include training support programs such as: Tamheer, Doroob, Saifi, Maher, support for professional certificates, and the Hadaf Leadership Academy. Furthermore, there are employment support programs like: Hafiz, Tawafuq, Sobol, Qurrah, Nine Tenths, Women's Employment Empowerment, On-the-job training, Dialysis Support Program, the National Employment Portal (Taqat), the Saudi Human Resources Portal, and the directed transport program to support freelance work.
