The National Program for Open Educational Content is one of the initiatives of the National eLearning Center (NeLC) in the Kingdom of Saudi Arabia. It focuses on enriching educational content by enabling individuals and entities to publish, reuse, and share open educational resources (OER) for free. In 2018, the Council of Ministers issued a decision to transfer the supervisory responsibilities of NeLC to the National Open Educational Content Program.

Program objectives

The National Program for Open Educational Content aims to enhance, enrich, and develop digital open educational content while contributing to the sustainability and availability of educational opportunities. It seeks to provide unified efforts for building and sharing digital learning and encourages entities to actively participate in improving the quality of open education outcomes.

Fields and initiatives of the program

The program covers several areas, including: Empowering stakeholders to adopt organizational structures and develop strategies for utilizing recommended resources, strengthening partnerships, fostering local and international collaboration and support among entities, and supporting and enhancing the capabilities of stakeholders. Additionally, it aims to prepare and utilize open resources and adopt open licensing.

The program has also introduced several initiatives, including: Sana SHMS, SHMS Ambassadors, SHMS Platform, SHMS Cloud, SHMS Author, and Rabeh License.

Achievements of the Program

The program has accomplished numerous milestones, including: The creation of thirty thousand educational resources and the publication of 376,000 resources on SHMS Platform, encompassing approximately 108,000 for higher education and 268,000 for general education. It has also organized around seventy training workshops across Saudi Arabia, training over 2,400 educators. In 2019, the platform attracted 2.64 million users and certified 2,100 SHMS Ambassadors as trained ambassadors, in addition to 7,011 members, including faculty members and teachers in educational institutions.
