The Royal Commission for Makkah City and Holy Sites is responsible for setting and implementing plans and strategies to improve the services in the city of Makkah al-Mukarramah and the Holy Sites in the Kingdom of Saudi Arabia. It is also responsible for facilitating services for all residents and Muslims wanting to perform religious rituals, and for improving the quality of life so it becomes among the world's best cities to live in.
Establishment of the Royal Commission for Makkah City and Holy Sites
The Royal Commission for Makkah City and Holy Sites was established in 2018. It is one of four Royal Commissions and has a public legal personality with financial and administrative independence. Organizationally, it is linked to the Prime Minister.
The main headquarters of the commission is located in Makkah al-Mukarramah City. Its Board of Directors is chaired by the Crown Prince and Prime Minister, His Royal Highness Prince Mohammed Bin Salman Bin Abdulaziz.
The members of its Board of Directors include: the Minister of Interior, the Governor of Makkah al-Mukarramah Province, the Deputy Governor of Makkah al-Mukarramah Province, the Minister of the National Guard, the Minister of Commerce, the Minister of Hajj and Umrah, the Minister of Finance, the Minister of Environment, Water and Agriculture, the Minister of Tourism, the Minister of Economy and Planning, among others. The commission has a CEO responsible for managing its affairs.
Programs of the Royal Commission for Makkah City and Holy Sites
The commission has identified five priority programs among its twelve programs, namely: The Grand Mosque and the Sacred Sites Program, the Land and Real Estate Program, the Transportation and Transportation Infrastructure Program, the Financial Sustainability Program, and the Investment and Partnerships Program.
In 2020, the Royal Commission for Makkah al-Mukarramah City and Holy Sites launched the Center for Comprehensive Management in Makkah al-Mukarramah to supervise the implementation of the strategic programs in the city and follow up with the relevant authorities.
Strategic pillars of the Royal Commission for Makkah City and Holy Sites
The strategic pillars of the Commission cover five aspects:
- Visitors: By providing rich and diverse experiences.
- Residents: By offering sustainable services to all segments of the population.
- Prosperity: Through strengthening partnerships between the government sector, the private sector, and the endowment sector, stimulating the participation of major companies, supporting small and medium enterprises, and developing the infrastructure and necessary services.
- Place: By developing and improving planning in the city of Makkah al-Mukarramah, providing an integrated transport system, increasing urban centers, and redistributing urban densities.
- Governance and Financing: By implementing an effective governance model that enhances the efficiency of city management, and providing an enabling environment to diversify the city's financing sources.
