The National Guide for Asset and Facilities Management is a comprehensive national guideline that supports the quality, sustainability, and efficiency of asset and facility management in government entities in the Kingdom of Saudi Arabia. The guide was launched by the Expenditure and Project Efficiency Authority (EXPRO) on June 12, 2022, in cooperation with experienced national cadres from various government entities, in accordance with local and global practices.
Objectives of the National Guide for Asset and Facilities Management
The National Guide for Asset and Facilities Management aims to unify the operations and procedures associated with managing public assets and facilities. It also seeks to guarantee compliance with local legislation and to build asset management systems through assessment and registration to make the right decision to extend the lifecycle of assets.
Furthermore, the guide aims to operate public facilities efficiently and effectively based on the principles of quality, cost-effectiveness, and continuous improvement. It also contributes to preserving resources by activating the principle of financial planning to manage assets and facilities and supervise supply chains and contracts effectively.
Target groups of the National Guide for Asset and Facilities Management
The National Guide for Asset and Facilities Management targets several government sectors, including education and health sectors, infrastructure, and security and military sectors. Additionally, the guide encompasses several specialties, such as energy management and sustainability, emergency management, maintenance management, environmental health and safety, risk management, contract management, financial planning, quality assurance, and asset management with condition assessment.
Contents of the National Guide for Asset and Facilities Management
The National Guide for Asset and Facilities Management comprises nearly seventeen volumes dedicated to the methodology of asset and facility management. Each volume focuses on a specific function within the assets and facilities management, taking into account the global practices for carrying out these functions. The guide is regularly reviewed and updated based on accumulated experience and contributions from representatives of government entities, as well as global developments in the assets and facilities management field.
Implementation of the National Guide for Asset and Facilities Management
The National Guide for Asset and Facilities Management was introduced as a technical reference for public entities to benefit from the optimal methods to exploit assets and facilities management resources for each entity and manage them efficiently. The guide also comprises the operations of the assets and facilities management through its complete lifecycle, starting from planning, construction, and project handover, followed by the contracting and purchasing phase, and then the operation and maintenance phase, until it concludes with the decision to cease utilization and dispose of the facility or asset.
The implementation of the guide contributed to the recording of success stories across various government entities, including preparing and developing approximately sixteen performance contract templates focused on the cleanliness of Riyadh City, with a total value of nearly SAR6 billion, in addition to developing eleven performance indicators aimed at enhancing the execution of services and elevating their quality levels.
In October 2022, the Ministry of Human Resources and Social Development obtained approval for the implementation of the National Guide for Asset and Facilities Management issued by EXPRO, following the development of the ministry's guidelines (manuals, policies, procedures, and templates) in alignment with the National Guide for Asset and Facilities Management The ministry was one of the first government entities that started implementing the National Guide for Asset and Facilities Management.
Awareness campaign of the National Guide for Asset and Facilities Management
EXPRO launched an awareness campaign titled 'Evolution of Tradition' on July 3, 2024, to raise awareness about the importance of the National Guide for Asset and Facilities Management.
The awareness campaign included a series of visual materials to illustrate the importance of following the guidelines, aiming to facilitate and streamline the work of government entities and achieve significant benefits at the national level.
