The State Properties General Authority (SPGA) is the entity responsible for documenting and safeguarding state-owned properties and real estate, including land and buildings. It also undertakes their development, investment, and oversight, all while offering real estate solutions to government entities in full compliance with the prevailing regulations and laws of the Kingdom of Saudi Arabia.

SPGA establishment

SPGA was established by a decision of the Council of Ministers in 2018, replacing the State Property Department affiliated with the Ministry of Finance. It has a legal personality and enjoys administrative and financial independence. It is organizationally linked to the Prime Minister. SPGA's organization was approved in 2020.

SPGA tasks

SPGA's work is based on a number of pillars, including safeguarding the state's properties, increasing their productivity and efficiency, and improving their quality. The regulation on handling state properties and the rules and mechanism of operation committees reviewing applications for property ownership are the most prominent legal foundations of the SPGA's work.

SPGA has many roles and responsibilities, including safeguarding the assets and ownership records of the state's property deeds, affirming state ownership of its property and establishing necessary procedures, managing properties to ensure their sustainability, establishing conditions and controls for investing and handling state property, conducting periodic assessments and reviews of properties, providing properties-related services and solutions for other governmental entities, and designing a reference database for cataloging the state's properties and their geographical locations.

SPGA regulatory foundations

SPGA operates from its headquarters located in the capital, Riyadh, and has branches in various cities and regions within the Kingdom. It maintains an organizational connection with the Prime Minister. SPGA is governed by a board of directors responsible for overseeing and managing its operations, with the Minister of Finance serving as its chairman.

There are two categories of properties in the Kingdom: governmental properties managed by SPGA, and public non-governmental properties managed by the Real Estate General Authority (REGA).

Reclaiming 10 million m of government land

In 2021, SPGA reclaimed 10 million m of unused land, previously held by certain government entities and valued at approximately SAR1 bn. This land is now being repurposed to address the property requirements of other government entities.
