Etimad Platform is a Saudi online platform that provides financial services to government entities and the private sector. It reports to the Ministry of Finance in the Kingdom of Saudi Arabia as a unified digital system for financial transactions in the Kingdom. Launched in 2018, it enhances the digitization efforts in the ministry's financial operations. It supports rapid communication between the ministry and other entities, streamlines procedures, achieves efficiency, and facilitates the transition from paper transactions.
Etimad Platform services
The Etimad Platform offers three electronic services for the Ministry of Finance: Etimad Government, Etimad Business, and Etimad Individuals. Additionally, it provides budget management, tenders and procurement management, contracts and award management, payments management, and employee financial rights management.
Management of government entity budgets on Etimad Platform
Etimad Platform provides a range of e-services for government entity budgets. These include budget reporting and accessibility for the government entity; budget presenting, directly detailing its projects and items; electronic budget transfers based on the controls stipulated in the budget instructions; and budget promotion and planning.
Tenders and procurement management on Etimad Platform
Etimad Platform's tenders and procurement management portal offers a number of procedures that enable government entities to examine bids and e-award of tenders, offer tenders, enable the private sector to view tenders, purchase and apply for RFPs, receive invitations, and create a new tender and electronically offer it for purchase.
Etimad Platform's electronic portal also enables examining bids, receiving and examining tenders by government entities, and evaluating bids technically by specialized committees. The result of the evaluation is then uploaded to the platform, along with the selection of the bid awarded for the project implementation and automatically notifying the owner of the awarded bid.
Contracts and award management on Etimad Platform
The bid examination service allows e-registration of contracts and obtaining approvals from the Ministry of Finance and the government entity. The portal also offers the service of registering all matters related to contracts and awards, and the service of sending contracts requiring approval to the Ministry of Finance.
Payment management on Etimad Platform
The payment management service allows the submission of financial claims to the private sector about the latter's projects with government entities, the electronic preparation of payment orders after passing the required approvals through concerned government entities, the electronic preparation and review of payment orders, the obtainment of the financial auditor's and concerned stakeholder's approval until the transaction reaches the Ministry of Finance and is electronically approved.
Employee financial rights management on Etimad Platform
Through Etimad Platform's electronic portal, government entities can electronically submit and review disbursement and payment orders related to employee compensation, and upload the transactions based on the unified model of transactions, covering for example salaries and wages.
Etimad Platform statistics
Since the launch of the Etimad platform until January 1, 2024, the total value of payment orders reached SAR2 trillion. During this period, one million contracts were concluded, two million payment orders were processed, and three million financial claims were issued. Additionally, there were 637,000 ERCAB orders and 688,000 government entity users.
