The National Center for Privatization & PPP (NCP) is one of the entities responsible for achieving the development objectives of the privatization-targeted sectors in the Kingdom of Saudi Arabia. Its responsibilities include elevating the efficiency of government entities through privatization, or forging partnerships between these entities and the private sector, thereby reinforcing the private sector's contribution to service delivery and government asset utilization.
The NCP was established in 2017, during the reign of King Salman bin Abdulaziz al-Saud. It is part of Vision 2030, with the goal of realizing sector privatization as outlined in the vision.
NCP tasks
The NCP manages its business from its headquarters in the capital, Riyadh. It enjoys financial and administrative independence and is organizationally linked to the Council of Economic and Development Affairs (CEDA). The NCP has a board of directors chaired by the Minister of Finance, with the membership of the Minister of Environment, Water, and Agriculture, the Minister of Health, the Minister of Transport, the Minister of Education, the Minister of Municipal Rural Affairs, and Housing, the Minister of Industry and Mineral Resources, the Minister of Investment, the Minister of Economy and Planning, and the Minister of Human Resources and Social Development.
The NCP undertakes several tasks and responsibilities, including developing policies and strategies for privatization programs, proposing activities and sectors suitable for privatization, establishing the essential benchmarks for privatization-targeted sectors, cooperating with privatization-targeted sectors and assessing their readiness and compliance with financial and technical conditions and requirements, and conducting research related to the NCP's competencies.
The NCP contributes to the implementation of the privatization program for a number of targeted sectors, including Hajj and Umrah, communications and information technology (ICT), environment, water and agriculture, transport, energy, industry, and mineral resources, human resources and social development, municipal and housing, education, and health.
NCP departments
The NCP has a number of departments that organize its work, the most notable of which are Advisory, Legal and Regulatory, Strategy & Vision Realization Programs (VRP,) and Strategic Communication and Marketing.
The NCP Privatization Projects Manual, the Privatization Delivery Plan, and the Public Consultation Policy are the most prominent legal and regulatory pillars for the NCP's work.
The Investor Portal enables investors to engage in communication with the NCP to seek advice, stay updated on privatization and public-private sector partnerships in the Kingdom, and submit requests for initiatives of their interest.
Through the Knowledge Portal, the NCP aims at empowering the targeted sectors and workers within the privatization projects through training programs and the necessary tools, thus contributing to the achievement of the privatization program's objectives.
