The E-Commerce Law, issued in 2019, stipulates in Article Sixteen that the Ministry of Commerce is responsible for overseeing the e-commerce sector. It issues, as needed, the necessary rules to organize the sector, enhance the role of e-commerce, and protect the integrity of its transactions.

Council of Ministers Resolution No. (628) dated July 9, 2019, regarding the E-Commerce Law Project, states in Section (Two) that the E-Commerce Council is responsible for monitoring and evaluating e-commerce activities in the Kingdom of Saudi Arabia, ensuring compliance with the Kingdom's international commitments.

The law, in Article One, defines e-commerce as an economic activity conducted wholly or partially by the service provider and the consumer through electronic means to sell products, provide services, advertise them, or exchange related data. The law also defines an online store or electronic shop as an electronic platform that enables the service provider to display or sell a product, provide a service, advertise it, or exchange related data.

E-commerce emerged in the Kingdom in 2001 and became one of the global markets in 2019 due to the COVID-19 pandemic. E-commerce continued to grow, with the number of electronic registrations increasing to 37,481 by the end of 2023, reflecting a growth rate of 24 percent compared to 2022.
