Yes, the Kingdom of Saudi Arabia manufactures smart chips. On August 25, 2021, the Minister of Communications and Information Technology announced the production of the first smart chip in the Kingdom, made and developed by Saudi talents, for military, commercial, and civil applications.

Aiming to localize the production of semiconductors in the Kingdom, the first Saudi Future of Semiconductors Forum was launched in Riyadh on March 30–31, 2022. The event was held jointly by King Abdullah University for Science and Technology (KAUST) and King Abdulaziz City for Science and Technology (KACST), featuring representatives of the Ministry of Investment. It was sponsored by Saudi Aramco, Yokogawa, JEOL, TRYSL TECH, and Cadence.

On March 30, 2022, the Saudi Semiconductors Program (SSP) was launched—marking the first of its kind in the region—to support research, development, and human resource qualification in the field of electronic chip design and localization.

On March 7, 2024, KACST signed thirteen local and international strategic partnerships to build the semiconductor system and develop science zones and innovative regions in the Kingdom. These partnerships also encompassed establishing advanced centers to accelerate technical development in emerging technologies and forthcoming communications and qualify national cadres.
