Law of Ministers, Vice Ministers, and Grade Excellent Employees
The Law of Ministers, Vice Ministers, and Grade Excellent Employees comprises a set of procedures concerning ministers, vice ministers, and grade Excellent employees in the Kingdom of Saudi Arabia. It was issued by a Royal Decree on May 13, 1971, and a Council of Ministers' resolution on May 12, 1971.
Contents of the Law of Ministers, Vice Ministers, and Grade Excellent Employees
The Law of Ministers, Vice Ministers, and Grade Excellent Employees consists of seven articles, three of which were amended. The law includes provisions regarding appointments, salaries, leave, and the prosecution of vice ministers and grade Excellent employees.
The law stipulates that ministers and those of equivalent rank, vice ministers, and grade Excellent employees are appointed and relieved of their positions by Royal Order.
It also specifies that the monthly salary for ministers and those of equivalent rank is set at SAR45,000, while the monthly salary for vice ministers and grade Excellent employees is set at SAR30,000.
Leaves in the Law of Ministers, Vice Ministers, and Grade Excellent Employees
Ministers, those of equivalent rank, and grade Excellent employees are entitled to annual leave, with the duration for each category determined by a decision from the Prime Minister. The Prime Minister also approves leave requests for ministers and those holding the rank of Minister or grade Excellent. However, this does not apply to leave requests for individuals in the rank of Minister or grade Excellent from among the employees of any ministry or its affiliated agencies or its minister, as approval for such requests is granted by the relevant minister. Similarly, leave requests for individuals in the rank of Minister or grade Excellent employees from any independent agency directly linked to the king, Prime Minister, or their associated entities or head are exempt as they are approved by the head of the independent agency.
Additionally, ministers, those of equivalent rank, vice ministers, and grade Excellent employees are entitled to sick leave as deemed appropriate by the Prime Minister.
Executive Regulation of the Law of Ministers, Vice Ministers, and Grade Excellent Employees
Under the Law of Ministers, Vice Ministers, and Grade Excellent Employees, the executive regulation of this law is issued by a decision from the Council of Ministers.
Vice ministers and grade Excellent employees are tried following the Law of Trial of Ministers, issued under Royal Decree No. 88 dated March 9, 1961.
In 1993, King Fahd Bin Abdulaziz Al Saud issued a Royal Order stipulating that the term for holding the rank of Minister or grade Excellent should not exceed four years. Service in this position ends at the end of this term unless a Royal Order is issued to extend it.
