Al-Madinah al-Munawwarah Region Development Authority is the entity responsible for outlining the general policies for the development of al-Madinah al-Munawwarah in the Kingdom of Saudi Arabia. It was established on December 28, 2009. Its responsibilities include formulating comprehensive strategic plans and implementation programs for the region, in addition to rehabilitating existing neighborhoods and improving and developing them. It also sets construction regulations and oversees the execution of projects in coordination with the region's council and municipality.

Al-Madinah al-Munawwarah Region Development Authority mandates

Al-Madinah al-Munawwarah Region Development Authority works on providing modern means of public transportation, connecting the Prophet's Mosque with vital and historical sites. It ensures a sound infrastructure, a road network that facilitates traffic movement, and suitable sites for services and facilities. Additionally, it establishes projects in various religious, security, social, cultural, sports, and recreational fields, and evaluates the planning of the central region, especially after the expansion of the Prophet's Mosque.

On May 23, 2018, the Council of Ministers issued a decision to regulate the authorities for the development of regions and cities. This decision applies to six existing authorities, in addition to any authority that might be established in the future, unless its memorandum of association specifies otherwise. The decision included changing the name of al-Madinah al-Munawwarah Development Authority to al-Madinah al-Munawwarah Region Development Authority.

Powers of al-Madinah al-Munawwarah Region Development Authority

Al-Madinah al-Munawwarah Region Development Authority manages its operations from its main headquarters in al-Madinah al-Munawwarah. It has a board of directors that acts as the responsible authority for managing the affairs of the authority and conducting its business. The board has several powers, including approving the investment of the authority's funds to achieve its objectives, establishing companies or participating in their establishment, or entering into them to implement the projects identified by the authority.

According to the regulatory arrangements for the development authorities of regions and cities, the authority's board of directors is appointed by an order from the Prime Minister. The board of directors is chaired by the region's governor. The authority enjoys juridical personality and administrative independence, and has an independent annual budget, prepared and issued in accordance with the arrangements for issuing the state's general budget, and is organizationally affiliated with the Prime Minister.

Al-Madinah al-Munawwarah Region Development Authority has several roles and responsibilities, including establishing and managing an urban information system and database, proposing the expropriation of certain properties for the development of the region, organizing the priorities for implementing programs and projects in the region in accordance with development plans, in addition to developing programs for the private sector's participation in the execution of projects, and reviewing and approving land subdivision plans.

Among the most prominent projects of al-Madinah al-Munawwarah Region Development Authority are:

  • The project of entrances and gates of al-Madinah al-Munawwarah: This involves the construction of gates that serve as centers to provide services needed by visitors and pilgrims, in addition to introducing al-Madinah al-Munawwarah and its sites and improving its entrances with a character that matches its status. These entrances will be a distinctive visual mark for those arriving and departing from the city. They will be located on the following roads: the Hijra Road, the Madinah-Qassim Expressway, and the new Madinah-Tabuk Road.
  • Environmental Rehabilitation Project for al-Aqiq Valley: This involves reviving the environmental elements of al-Aqiq Valley and reclaiming its landscape. It includes establishing urban and planning projects around the valley basin. Additionally, certain regions are designated and fully redeveloped, turning them into a haven in the heart of al-Madinah al-Munawwarah, serving its residents and visitors.
  • Public Transportation Project: This includes metro lines, buses, and intersections in al-Madinah al-Munawwarah.
