It is the entity responsible for representing the King of the Kingdom of Saudi Arabia in administering the affairs of the province it governs. In fact, the Kingdom is divided into thirteen administrative provinces, each having an autonomous emirate ruled by a governor and his deputy. Each emirate is tasked with handling the province's affairs upon striving for excellence in administration.

The governor is responsible for maintaining the province's stability, providing the required services, coordinating with government entities, and engaging them in planning. Emirates of provinces are also the competent authority for citizens to file complaints. Moreover, they ensure that the needs of each province are met.

Based upon the central position held by the governor of the province and his deputy, they both take an oath before the King prior to assuming their duty: "I swear by Allah, the Almighty, to be loyal to my religion, then to my King and Country, and not to reveal any of the State's secrets, to preserve its interests and to observe its laws, and to perform my duties with sincerity, integrity, loyalty, and fairness." This indicates the importance and centrality of the role they undertake.
