The Port Community Management System is an integrated electronic system that serves the port community in the Kingdom of Saudi Arabia. It was launched by the General Corporation for Ports (Saudi Ports Authority - Mawani) on December 18, 2016, in collaboration with the Saudi Company for Exchanging Digital Information 'Tabadul,' aiming to develop and automate maritime services related to export and import.
Beneficiaries of the Port Community Management System
The Port Community Management System was established to provide integrated solutions for operations related to ship management and seaports-related procedures. It serves public and private sectors by allowing access to data and information regarding import and export, such as the Saudi Ports Authority, the Zakat, Tax, and Customs Authority, shipping agents, port operators, customs brokers, and entities connected to the supply chain. The system forms a unified window that includes several electronic services.
Port Community Management System services
The Port Community Management System offers a range of services, including:
- Ship arrival notification: It enables shipping agents to provide information about ships arriving at Saudi ports before their arrival. The arrival notification contains the ship's main information, consisting of forty-one data points.
Berth assignment: Before arriving at Saudi ports, port operators specify the actual berthing time and the berth where the ship will dock.
- Arrival confirmation with time and date: This is done through the control tower at the Saudi port before the ship's arrival. The ship's captain makes the first call to the control tower announcing imminent arrival and is directed to the anchorage area, after which the real arrival time is recorded, and the ship's route number is generated.
- Berthing: After confirming the ship's arrival at the anchorage area, the control tower records information regarding the name of the captain and when he boarded. The ship is then prepared for unloading and loading operations. The number of tugboats and the time the ship docks at the pre-specified port operator's berth are also recorded.
- Ship unloading and loading operations schedule: This serves port operators. After completing the berthing by the control tower in port management, the port operator enters the date and time of the start of ship loading and unloading and the time and date of completion.
- Ship cargo movement report: It enables the port operator, after completing the unloading and loading operations for ships, to enter the number of unloaded containers, and the number of movements on the ship, and attach the unloading completion certificate as well as the schedule of operations held on the ship deck.
- Departure clearance request: This is accomplished through the shipping agent. After completing all procedures of port departments and divisions, the shipping agent requests a departure clearance for the ship from Saudi ports from the port concerned department (Maritime Affairs). The clearance request is accepted or rejected according to the procedures of the Saudi Ports Authority.
- Confirmation of ship departure with time and date: This is completed through the port concerned department (control tower). After accepting the departure clearance, the port administration specifies the real date and time of the ship's departure from the Saudi port and the anchorage area. Furthermore, the control tower records the pilot's name, the time he disembarked from the ship, and the number of tugboats.
- Passenger manifest: This is accomplished through the shipping agent, where the passenger manifest is created before arriving at Saudi ports or upon the ship's arrival. The manifest is generated by registering the data of passengers on board.
