The Holy Makkah Municipality is the entity responsible for developing the city of Makkah al-Mukarramah in the Kingdom of Saudi Arabia, to be one of the top ten global cities in terms of municipal services that enhance the quality of life. It is responsible for providing municipal services to citizens and residents. Furthermore, it is the sole municipality out of the seventeen municipalities spread across the regions of the kingdom that has a name different from the region it is a part of.

Establishment of Holy Makkah Municipality

The establishment of the Holy Makkah Municipality dates back to 1926, six years before the announcement of the unification of the Kingdom by King AbdulAziz bin Abdul-Rahman al-Saud, after a decree was issued to merge the municipal bodies in Makkah al-Mukarramah into one single administration with specific authorities and responsibilities under the name of the Holy Makkah Municipality. Its leader was given the title of the Mayor of the Holy Municipality. In 1977, the word "Holy" was added to the two names. Ahmed bin Hassan Sabhi was the first Mayor of Makkah al-Mukarramah in Saudi history, and his tenure lasted one year and eight months. Since then, the Holy Makkah Municipality has witnessed the succession of nineteen Mayors until 2023.

Affiliation of municipalities of the provinces with the Holy Makkah Municipality

In 2005, the Ministry of Municipal and Rural Affairs (currently the Ministry of Municipal and Rural Affairs and Housing) issued several decisions that included the naming of regional municipalities, the affiliation of municipalities and rural complexes, and the abolition of the General Directorates for Municipal and Rural Affairs. As a result, the Municipality of Aljmom Governorate, the Municipality of Rania Governorate, the Municipality of Turbah Governorate, the Municipality of al-Kharj Governorate, and al-Muwayh village, located in the Holy Makkah region, were linked to the Mayor of the Holy Makkah Municipality.

Affiliation of Holy Makkah Municipality

The Holy Makkah Municipality is affiliated with the Ministry of Municipal and Rural Affairs and Housing. Its headquarters is in the center of Makkah al-Mukarramah, approximately 1.8 kilometers from the regional governorate's headquarters. The Holy Makkah Municipality is affiliated with sixteen sub-municipalities, including Ajyad Municipality, al-Shara'i Municipality, al-Misfalah Municipality, al-Madrikah Municipality, al-Aziziyah Municipality, al-Umrah Municipality, al-Bahrah Municipality, and al-Jumum Municipality.

Holy Makkah Municipality mandate

The municipality carries out several tasks within its jurisdiction, including: executing maintenance projects for public markets and designated markets, implementing and maintaining aesthetic projects, preparing and equipping waste disposal sites, overseeing the issuance of various professional licenses, monitoring bakeries, factories, and shops to ensure the quality of their products, cleaning streets, squares, gardens, slaughterhouses and public places, road and street paving, executing park and recreational area projects and maintaining them, implementing and maintaining projects for drainage systems in roads and streets.
